A brief history
Hon. Pedro R. Sabido Jr. passed Republic Act 1613 and 1900 which established the School for Philippine Craftsmen on June 1, 1959 in Polangui, Albay.
Definite Goals:
To solve the unemployment problem;
To increase the income of the people especially those in the rural areas
To revive and create dollar-producing industries; and
To provide wholesome and profitable leisure time activities

The school was officially inaugurated by President Carlos P. Garcia on October 23, 1959 and was formally opened on the same date by Mr. Leon Gatmaitan, then chief of the Home Industries Division of the Bureau of Public Schools, who was designated by the Secretary of the Department of Education to organize and administer the school.
Since the school was the first of its kind at the time of its conception in 1959, it became the pilot school in Home Industries, offering short term courses as well as the lay people and other professionals in the Bicol Region who would like to venture in home industries. The training program of the school consisted of instruction in the selection and processing materials, designing, and the execution of designs or craftsmanship. Trainees were trained in the production and manufacture of crafts using native materials commonly found in the communities, such as bamboo, rattan, abaca, coir, nito and others.
Due to the needs of the time, the 4-year Trade Secondary Curriculum which was based from the Secondary Education Development Program (SEDP); the 2-year Trade Technical Course (2-YTC) in school year 1998 – 1999 and the 4-year Bachelor of Science in Practical Arts Education (BSPAE) was converted to 4-year Bachelor of Science in Technology Education (BSTE) starting school year 1997 – 1998.
In view of the educational needs of the locality, the following additional formal education courses have been offered: the 4-year Secondary Home Industries which was opened n the school year 1971-1972 and later changed to 4-year Secondary Trade curriculum; the 2-year Technical Course in Home. Industries Management opened in 1975 – 1976, also converted to 2-year Trade Technical Curriculum and the 4-year.
Bachelor of Practical Arts Education which was opened starting the first semester of school year 1976 - 1977. The school also offered 1-year Certificate of Craftsman Technology for Home Industries which was granted to the school as an accolade in passing the assessment given by the Technical Panel for Technical and Vocational Education.
Cognizant of the need for middle-level manpower in the various areas which shall provide the necessary skills and knowledge called for by technical positions, the school offered 1-year Certificate of Craftsman Technology course in school year 1989 – 1990.
The school was then transferred under the Commission on Higher Education (CHED), Region V in the school year 1997-98. On the December 14, 2000, by virtue of R.A. 7722, R.A. 8292 & R.A. 8769 the school was integrated to Bicol University as one of its units and changed the name into Bicol University Polangui Campus.
